i have a feeling it's not selling anymore since the game is basically bare bones, this was probably the developers last attempt to keep this thing afloat, i think what their trying to do is use the revenue they get from the sales to finish or "release new dlc" and if they don't make good sales they just won't make dlc, it's a good way to make some profit or minimize losses

To get people to buy the DLC add-ons and make more money. "Because you're only paying $40 you can customize what else you want in the game with the other $20". Or better yet why not just get an older version for $20 with all it's content.
