Pay per usage isn't a bad idea as long as pricing is reasonable. The format I would approve of would be something like this. Bandwidth 4Mbps = $5.00/mo 15Mbps = $10.00/mo 20Mbps = $15.00/mo. So you have a set speed at which you will send and receive data, then you will agree on something like 3% on the penny per MB wouldnt be a bad price... well to me it wouldnt lol

Nobody cares about consumers in fact, consumers are just wallets with cash for them and they will always seek opportunity to get ALL your salary :) That is sad
How am I going to "shop my internet provider" the same way I "shop cars right now"? In almost all areas of the country, there is only ONE broadband provider per region, while I can walk down the street and there will be three different car dealerships across from each other at the same intersection.

If that is a problem, the isp is to blame. They are selling more bandwidth than they can deliver. I pay quite handsomely to have a big pipe to my house and how much traffic I put through that line is irrelevant. My isp agreed to deliver a set amount of bandwidth to my house and if they can't deliver it, it's a breach of contract. I don't care if my neighbor got problems reading their email and watching stupid youtube videos cause I torrent 24/7, cause I payed good money to be able to torrent 24/7. If they can't deliver, well, I can always find another isp that can.
Sad though for those that can't. Competition is always to the benefit of the consumer and is a healthy thing in a commercial market if you ask me. Again, Pachter only speak the corporate side of this problem and by that, his words and opinions become useless to anyone on the consumers side.
