A deck of cards can be organized in precisely as many ways as it can be disorganized, but it is only when a person sorts them in a way that looks subjectively neat, specialized in adherence to some rule, that someone could come up and say; "Wow! Did you do this!?"
It's not because nothing is created when the organization is less neat, and fills less of a purpose, it's just that people won't call it created. Maybe they'll say; "Look at the mess you've made." but they won't be impressed.
Why a single individual can destroy something that needs many people to be constructed? "
Depends on what you mean by destroy or create. If a chain breaks in two doesn't that create two chains? I think it's mostly a matter of increasing specialization of purpose, the more specialized the more rare, the more likely we are to call it created, than destroyed. But a lot of times it also takes a lot of people to destroy what one person has built.
