Highlights

The total number of employees in the State Public Sector  as on 31.3.2006 are 12,99,054 as against 12,28,170 in the year 31-12-2001 recording 1.33% growth rate.  

6.06 lakh employees constitutes 46.65% are working in the State Government.

The Local Bodies sector comprises of Zilla Parsihads, Mandal Parishads, Gramapanchayats, Municipal Corporations and Municipalities has recorded 3.39 lakh employees (26.07%).  

The Public Sector Undertaking is having 2.53 lakh employees which constitutes 19.47% of total employees.

In the University sector 19,027 employees accounting  for 1.46% are working.

SCOPE, COVERAGE AND CONCEPTS

INTRODUCTION

The Directorate of Economics and Statistics has been conducting quinquennial census of Employees working in State Government, Local Bodies, Aided Educational Institutions, Public Sector Undertakings, Universities, Co-op Institutions, Temples under the control of Endowment Departments, Judiciary and Legislature since 1976.

This is the sixth census in the series with reference date as 31st March, 2006. The previous Five censuses were conducted with reference dates as 1st June 1976, 30th June 1981, 31st March 1988,  31-3-1994 and 31-12-2001. 

Through this census, the particulars of each employee viz., Sex, Date of Birth, Social Group, Qualifications, Native district, Date of entry into service, Present post held, Scale of pay and allowances drawn etc., were collected as in the earlier census.  Additional information regarding appointments on compassionate grounds, residing in Govt. Quarters is also collected in this census.    

COVERAGE

This census covers all the categories of Employees on the Pay rolls of State Government Departments, Judiciary, Aided Educational Institutions, Local Bodies, State Public Sector undertakings, Universities, Legislature,  coverage  is extended to co-op. Institutions and Temples under control of Endowment Department.

The census slips have been canvassed for each employee through pay drawing officers. 

This census covered all personnel who are

Regular Employees

Temporary Employees

Central Government Employees on deputation to State Government Service or State Public Sector Undertakings or Local Bodies or in the Universities.

Employees working on Contract basis for stipulated period.

Employees paid through Government Aid in the Aided Educational Institutions

Honorary Employees

All Contingency staff

Part-time Employees and Apprentices

Employees appointed on Daily Wages

Persons who are on long leave or training or under suspension or stayed away from duty or in transit

Village Administrative Officers and Village Servants, such as Seth Sindis, Neeradis etc., working under the Mandal Revenue Officers Establishment.

All Work Charged Employees.

State Government Employees on deputation to Central Government and Other State Governments and Private Sector Undertakings are not covered in this Census.  State Government employees who are on deputation to other departments or corporations, co-operative institutions or to temples were also covered. Here the place of working as on the reference date is the criteria for listing the employee but not in their parent department.  

For those employees whose service register is not being maintained, the information is collected from office records or through oral enquiries.  

REFERENCE DATE

The reference date for the purpose of the census is 31-03-2006.  For such of the employees whose pay for the month of March 2006 could not be drawn for some reasons or other, the particulars of the pay last drawn has been considered for this purpose.  

CONCEPTS AND DEFINITIONS

Following concepts have been adopted for the Sixth census of employees.

Regular Employees      Employees who have been confirmed (Permanent) or full members or regular in any category of  the  post.  
Temporary Employees  Employees who are appointed purely on temporary basis under emergency provision.
Honorary Employees    Honorary employees are persons who are not on  any scale or pay; but only draw an honorarium from the State Government like Honorary Magistrate, Honorary Surgeons.
Employees working on  Organisation either Government/Contract basis for  Undertakings, Universities etc., might stipulated period have on contract basis paying some consolidated monthly salary.  
Part-Time Employees    Employees working on Part-Time basis

Example:

a)  Village Administrative Officers working on fixed Honorarium.  

b)  Part-Time Lecturers for whom the payment is made on hourly basis.

Contingency Staff       Persons not belonging to the regular Establishments but paid from the contingencies   who are more or less on continuous employment  without any regular scale of pay.  
NMR Workers             Employees on Non-Muster Rolls.

Job Work Employees  

Work Charged Employees Three-classes of employees are covered under  this category

1)     Work Charged Staff having more than 5 years of service and opted for conversion as Government employees.  

2)     Work Charged Staff having more than 5 years of service but not opted for conversion as Government Employees (Provincialised Staff).                                     

3) Work Charged Staff with less than   5 years  of  service. (Non-Provincialised Staff).

Employees on Daily Wages The Employees working on Daily Wages for the last 90 days or more prior to the Reference Date i.e., 31.03.2006. They should not be included in contingent staff. 

 

Persons who are in a Self-Explanatory.

Supernumerary Post or on Leave, or deputed for Training, or under Suspension, or Stayed away  from duty or in transit.

 

CLASSIFICATION OF CATEGORY OF POST

For the State Government and Allied sector employees the standard classification i.e., Gazetted, Non-Gazetted, Class IV, Contingent, Honorary, Part-Time, Apprentices, Work Charged Staff and Others has been adopted.  

The employees working in State Public Sector Undertakings have been classified as Administrative Supervisor, Technical Supervisor, Non-Supervisor- Administrative, Non-Supervisor-Technical, Skilled worker, Unskilled worker and Apprentices

The employees working in University Sector have been classified as Teaching, Teaching Research, Demonstrators & Tutors, Non-Teaching Registrar, Principal, Research Assistant, Ministerial Staff, Class IV, Contingent and Others.

In the ensuing chapters the data collected has been analysed and presented in detail.  The list of Departments which are closed / merged is given in the Annexure-I and the list of emerged Departments is given in Annexure-II.  

STATE PUBLIC SECTOR UNDERTAKINGS  

The total number of employees in the State Public Sector as on 31.3.2006 are 12,99,054. Out of these 6.06 lakhs are working in State Government which constitutes 46.65% of the total employees. In the Local Bodies 3.39 lakhs (26.07%) employees are working. The Public Sector Undertaking is having 2.53 lakhs (19.47%) of employees. In the University Sector 0.19 lakhs employees accounting for 1.46% are working.  

The other departments viz. Judiciary (0.12 lakhs), Aided Educational Institutions (0.29 lakhs), Agricultural Market Committees (0.03 lakhs), Zilla Grandhalaya Samithis (0.025), Urban Development Authorities (732 Employees), Co-operative Institutions (0.21 lakhs), Temples (0.14 lakhs) and Legislature (386 employees) put together 0.82 lakhs accounting 6.34 % are working.  

The table given below shows the Sectoral Distribution of Employees in different Censuses (1976 to 2006) and percentage growth between 31.12.2001 and 31.03.2006.

2001 Employees Census data do not include Departments viz., Judiciary, Endowments and Legislature.

It can be seen from the above table, the Local Bodies sector  (Zilla Parsihads, Mandal Parishads, Gramapanchayats, Municipal Corporations and Municipalities) has the highest growth rate of 5.79% and a negative growth rate i.e., -3.84% has recorded in State Public Sector Undertakings.
