There's some merit in locating the new central library in the East Village, however, the move would increase already high stakes for the facility to succeed as a destination.

Libraries, particularly main branches, have always inspired, informed and empowered. With the Internet revolutionizing how we inform ourselves, the physical library has to work harder to be a space that engages citizens.

At the same time, the East Village needs a major destination draw that will revive what's long been a depressed, downtrodden part of downtown. It doesn't need more dead space.

The right facility, with the right mix of bistros, cafes, restaurants and commercial space on the main floor, would bring foot traffic to the area, at all hours of the day and night.

The library has nailed the vision, at least on paper. According to its website, the new headquarters will be "an experience" library. The building will be "spacious, welcoming and full of light, with special areas and attractions on every floor. There will be room for two million plus items in the collections, 500 computers, and parking for 800 vehicles, a conference centre, performance theatre, a large public plaza, galleria, cafe, and retail space."

These are pedestrian-and conversation-friendly concepts that invite debate, and thoughtful exchange of ideas.

If done correctly, the library and the East Village could go hand-in-hand. The library would get a new downtown home, close to public transit, and big enough to offer enriching visitor experiences. The East Village would get another destination facility to add to its new King Eddy national music hall. It's these sorts of monumental places that build a neighbourhood, and create a cultural momentum that will someday be unstoppable.
