The Travel Management Rule - In 2005, the Forest Service published a new rule for providing motor vehicle access to the national forests and grasslands. The purpose is to adapt Forest Service travel management policies to: Provide consistency for motor vehicle use across the nation; enhance/secure recreational opportunities for public enjoyment for both motorized & non-motorized users; better protect natural & cultural resources; aAddress use conflicts.
In accordance with the Travel Management Rule the Deschutes and Ochoco National Forests and the Crooked River National Grassland propose to prohibit motorized travel outside of those existing designated routes (roads and trails) and areas - where it is not already restricted or prohibited by law, regulation, policy, order, Forest Plan direction, or site-specific decision.
The Proposed Action would not close any existing designated routes open for motorized use, although non-highway licensed vehicles are proposed to be prohibited from some roads based on safety concerns.
The designated routes and areas that will continue to be open to motorized use will be identified on the Deschutes and Ochoco National Forest and Crooked River National Grassland Proposed Action maps according to the season of use (time period when motorized use is allowed) and class of vehicle (highway licensed or non-highway licensed). These maps are available at Forest Service and Grassland offices, and on the Travel Management website.

Draft Environmental Impact Statement for Travel Management- 2009
The Comment Period on the Deschutes and Ochoco National Forest Travel Management Draft EIS ended on December 8, 2009.
The final environmental impact statement is being prepared. An estimated publication date is not available at this time.
