VOTERS — College football writers and broadcasters whose publications, TV and radio stations are members of The AP. POINTS — A first-place vote is worth 25 points, a second-place vote is worth 24, etc. SCHOOLS ELIGIBLE — All NCAA Division FBS and FCS teams. Teams on NCAA probation are eligible to receive votes. Kentucky's Joker Phillips still hasn't picked a starting quarterback 18 practices into the preseason. The first-year coach reiterated on Saturday after a scrimmage that fifth-year senior Mike Hartline, sophomore Morgan Newton and redshirt freshman Ryan Mossakowski are still competing for the top job.
