GEF-5 Replenishment Initiation of the Replenishment Process for GEF-5 Donor nations fund the GEF and every four years, they commit money through a process called the "GEF Replenishment." At the November 2008 meeting, the Council requested the Trustee of the Global Environment Facility, in cooperation with the CEO and Chairperson of the Facility, to initiate discussions on the fifth replenishment of resources of the GEF Trust Fund (“GEF-5”). Timing of the Replenishment To ensure uninterrupted funding of GEF operations and activities (GEF-4 replenishment will fund activities until June 30, 2010), donors should strive to conclude negotiations for the GEF-5 replenishment in early CY 2010. The GEF-5 replenishment is expected to fund 4 years of GEF operations and activities, beginning July 1, 2010 and ending June 30, 2014 (FY11-FY14). Participation in the Replenishment Negotiations In earlier replenishment negotiations, it was agreed that all contributing participants that indicated an intention to contribute the equivalent of at least SDR 4 million for that replenishment could participate in the replenishment discussions. Potential donors who did not intend to provide the agreed minimum contribution were invited to attend replenishment meetings as observers. It is proposed that the policy of a minimum contribution be maintained for the GEF-5 replenishment discussions and that the minimum contribution remain at SDR 4 million. It is further proposed that other GEF participants as well as representatives of the GEF Evaluation Office, Implementing and Executing Agencies and the global environmental conventions for which the GEF serves as a financial mechanism should be invited to attend the meetings as observers. In addition, comments should be solicited from all GEF Council Members regarding policy and programming documents prepared for replenishment discussions. Overall Performance StudyThe GEF Evaluation Office is currently undertaking the Fourth Overall Performance Study (OPS4). All replenishments have been informed by Overall Performance Studies which provide an independent assessment of the achievements of the GEF up to the time of the study.
