Statewide programs supported by the First Amendment Center in California and
Utah help school districts develop religious-liberty policies and prepare
teachers to teach about religious liberty and religion in ways that are
constitutionally permissible and educationally sound.
- The California 3Rs Project, co-sponsored by the California County
Superintendents Educational Services Association, is under way in all 10
educational regions of California.
- The Utah 3Rs Project, co-sponsored by the Utah State Office of Education, is
in the first phase of a five-year initiative that will provide programs in all
Utah school districts.
In the initial phase of each 3Rs project, teams of teachers, administrators,
parents, school board members and community leaders come together to learn how
to use constitutional principles to negotiate conflicts and to work toward
agreement on issues of religious and ethnic diversity confronting schools and
communities. In follow-up workshops, teachers are prepared to teach about
religions and cultures in ways that are constitutionally permissible and
educationally sound.
