SCI Dallas sued over convicted murderer’s suicide

Parents’ suit claims guards taunted son, provided means for his suicide.

The parents of a convicted murderer who committed suicide at the state Correctional Institution at Dallas have filed a wrongful death lawsuit against prison officials, 10 guards, two companies that provide prison health services and state Department of Corrections officials.

Among the allegations in the lawsuit filed on behalf of Robert and Phyllis Bullock, of Dallas, is that corrections officers taunted their son, Matthew Lee Bullock, provided the means to commit suicide – a bed sheet he used to hang himself – and encouraged him to do so.

A Luzerne County jury found Bullock guilty of third-degree murder but mentally ill in the strangulation death of 33-year-old Lisa Hargrave, who was 22 weeks pregnant, in the couple’s Wilkes-Barre apartment on Jan. 1, 2003. The jury also found Bullock guilty of involuntary manslaughter but mentally ill for the death of the fetus.

The lawsuit, filed in Luzerne County Court and transferred on Wednesday to U.S. District Court, details Bullock’s extensive mental health history, including 11 psychiatric disorders and more than 20 documented suicide attempts in the 10 years prior to his incarceration.

Despite a court order that he was to be housed at a secure mental health facility for the needed treatment period, Bullock was confined in various state prisons, where he attempted suicide in May 2007, January 2008 and May 2009, the suit states.

Bullock told staff at SCI Dallas on July 31, 2009 that he was “stressed” because his victim was related to a prison employee and that he was hearing voices, and he also cut the inside of his wrists on that date, the suit states.

Despite all that, Bullock’s psychiatric medication was decreased and he was placed in a Restricted Housing Unit (RHU), which is not designed for confinement and treatment of the mentally ill, the suit states.

The suit also claims that guards repeatedly called Bullock a child molester and rapist because they wanted him to live in fear of being targeted for violence by other inmates, that his cell had 24-hour lighting and inoperable ventilation, and that after Bullock threatened to commit suicide on Aug. 24, 2009, he was moved from a cell with an observation camera to one without a camera.

The suit also states guards incited Bullock to kill himself and did not check his cell every 15 minutes as per policy on Aug 24 – the date of his suicide.

The suit seeks unspecified punitive damages and interest.

Officials with the DOC and the prison health service companies declined comment as per policies regarding pending litigation.

How can they blame the guards? He repeatedly tried to kill himself in other facilities. I would prefer taxpayer dollars be spent to check on senior citizens in nursing homes every 15 minutes then spent on someone on suicide watch after killing a pregnant woman. Throw out this frivilous lawsuit. We, the American taxpayer, spend way to much money coddling these prisoners. We should adopt some of the techniques used in prisons around the world,such as Mexico, and stop squandering hard-earned tax dollars on criminals.

i feel bad for his parents, but it sounds like he has been on a slow path to suicide most of his life. they couldn't prevent him from commiting murder but they need to blame some one for his death?

as a prison guard in the RHU as SCI-Dallas let me just say that this guy was as quiet as a church mouse. he never said/asked for anything and we DID NOT go out of our way to talk to him, that's just not how it works. He was housed there, whether he should have been there or not, not our problem...... this inmate was not mistreated in any way by the RHU staff. Lies, all lies!

I wonder if the parents of Lisa Hargrave should sue Bullocks parents and family....because they raised him and didn't do enough to keep his mental state in order. Does this sound as crazy as his family sueing the State???

Well, it wasn't bad enough that his parents spawned a murderer but now they wan't a windfall from the taxpayers after his suicide. As a juror I'd have to say his life was worth nothing. The parents should be imprisoned for trying to benefit from mistake they created (maybe they think they're bankers).

Only in America can you ignore the warnings signs of your kid, who subsequently strangles a women and kills her unborn baby, then sue and make money off it. The parents should have been tried for failure to parent correctly.

Not to sound cold but suing the CSI, is that going to bring anyone back? Is that going to ease any pain? Or do you just not have the money for that hot tub that you want so badly? I feel sorrow for you loss & sorrow for the victim's family. As the spouse of a homicide victim I say to you just let it go! Anger at the system the money you recieve if you recieve it will not change any heart ache you have. I know you don't know me but trust me I have had many more months of dealing with these anger issues I do know what you are going through! Please remember so are the victim's family members. You get rewarded for wrongful death why shouldn't they be rewarded for wrongful death? Was what your son did any less than what you feel was done to him? Shucks, a guy who killed a woman and her unborn child killed himself in prison? Too bad it took this long, they should have handed him the bed sheet the day after his conviction and saved the taxpayers some money.

This is the most ridiculous thing I have heard...Maybe Lisa's family should sue Bullocks parents, becuase if her was so sick - "11 psychiatric disorders and more than 20 documented suicide attempts in the 10 years prior to his incarceration" - they should have had him commited somewhere and she would still be alive.....

I understand and am sympathetic for the parents of the deceased prisoner. What about the parents and family of the woman he murdered, as well as the innocent child she carried? I'm not condoning the actions which may or may not have been carried out by prison officials, but there are usually three sides to every story - the family of the prisoner's side, the facility's side, and what actually happened. The true victims here are the woman he murdered and her unborn child.

Maybe now the Parents of the Victim and her unborn Child could sue the Murderers Parents.There should be Death Penalty in all Murders but no thats inhuman. If he was in Suicide watch the results were inevitable. Im sorry for his Parents and the shame he brought to the Family but when is enough enough. What about the Victim already. She didn't deserve that.

hey d since you know everything, when someone is convicted and given a STATE sentence by a judge they are transfered to a state prison. If you want to blame anyone blame the doc there are prison institution that house mentally ill people like SCI Waymart. look it up. Nice try blaming Luzerne County again for something

Maybe Bullock's parents should be sued by Lisa's DAUGHTER and her parents for having raised such a dirt bag of a son! Where were they when he "needed help"? Obviously NOT in the picture then! Now, they think WE should pay THEM for their failings as parents? GET REAL! Pass the blame...maybe they should take a LONG look in a mirror and see where that monster came from! Way to go Bullocks...good parenting!

Let them sue, and if they win let them inherit his debt. It cost millions to arrest, convict, babysit, and bury. When they pay this restitution back to the taxpayers I hope they are bankrupted. They are just as much a burden to society as a convicted killer! I hope they don't forget to pay off her family. By the way, I don't donate or adopt when animal orginizations put that sad puppy dog picture out there for all to see!

SCI Dallas is NOT a county prison! It is state. I don't feel sorry for him, he killed a women and her unborn child!!! Where is her family's wrongful death suit? If he was so unstable prior to this murder why was he free... he should have been locked in a mental facility and then maybe this young women would be alive!

Leave well enough alone-everyone is looking for a quick buck. The taxpayers were already paying for this guy who flat out killed 2 people including a baby. Like all of the other inmates he was getting free shelter food and medical care. I go to work everyday and do not get any of that for free!!! Where does it end already? If there is a lawsuit against the state, who do you think is paying for it??? Maybe if he had lived a better life he would not have ended up in prison in the first place. People in jail do not deserve half of the benefits they receive to begin with. I have absolutely no sympathy for this waste. Another criminal off the street--and as a parent myself I would be embarrassed to sue over something like this if it were my child--

Well, as sorry as it is that he took his own life. The end result would have been the same. In PA, life is life, there is no parole if you get a life sentence. Either way, the convict was going to die inside those walls.

These prison employees, paid by the taxpayer, participated in facilitating suicide. It appears the heroes of Abu Graib are employed here in NEPA. Technically, I see a number of reasons the Feds can bring charges against them for wrongful death. It is going to cost the taxpayer far more in the end. I hope they sued the guards as individuals as well. Scum with a badge.

First of all, if your son is that mentally ill (that they claim in the suit) he should have been receiving treatment and could have possibly prevented the murder of an innocent woman and her unborn child. Clearly the parents are looking to blame someone other than themselves. Unbelievable!!!

God made us and when he maid us he gave us a brain. this man never used his brain not when he killed lisa and her baby and not when he killed himself. i feel for the family casue this has to be hard to deal with but it was hard for lisa's family also, and did they sued and say u did not bring him up right, no. life is life and we all no what we are doin. we make the choice and we have to deal wit them and sometimes we have to deal the choices others make. this is no ones falt but his. let the 3 of them rest in peace and leave it alone

1st - This is what happens when there are budget cuts and they close down state hospitals. State prisons are not fully equipped, staffed, or trained to take care of the severe mentally ill. 2nd - If Mr. Bullock intended on killing himself, it would've happened one way or another. If he lived at home, his parents wouldn't have been checking on him every 15 minutes. It only takes a minute to commit suicide - not 15. 3rd - The Bullock family is now putting Lisa Hargrave's death right in front of her poor daughter's mind and making her a victim all over again. Nothing is going to bring your son back - why put this poor girl through this? She's the absolute innocent one in all of this. How far back in therapy, axiety, etc. is your frivolous lawsuit going to make her regress?

I had to read this article twice because it is so unbelievable. Are these people serious?! Thay want to sue people now. What happened to the past 10 years when he tried to kill himself? Where were his parents then? Did they try to help him then before this guy got to the point where he took another persons (or people in this matter) life? This man should not have been living with his girlfriend in Wilkes-Barre. He should have been in Clarks Summit Hospital getting some help! Now this poor woman and her unborn child are dead and the murderers parents want money because of it. GET REAL!! This is not the states fault, or the prison guards fault, it is this mans parents fault for not getting him the help he needed and taking care of their parental duties. Absurd!

The prison guard culture is brutal. Many of the guards are mentaly abusive of the inmates. We live in a violent society. Just look at the comments on this board. Even those that have wronged society and hence must be removed from it deserve human treatment. One does not have to look too deeply to see how sick American society is. Just read the boards. My father was a prison guard at Dallas and he told me many stories of the guards brutalizing inmates. He had trouble sleeping at night when he worked there. These guards need better training and the prisons need a screening to weed out the bad apples. God rest Mathews' taunted spirit and his victims.

I say if this useless lawsuit goes through then the parents of Bullock should not get the money, Lisa's daughter and family should. I also don't agree with it being said that Bullock's family being should have had a better handle on their son..he was an adult and can not follow him around every minute of the day, what he did was wrong but it wasn't because of his parents, it was because of his mental issues and drug use.

THE PRISON GUARDS did the wrong thing. They should be held accountable. If a suicidal drug dealer kills himself and the guards facilitated it, we would hold the guards accountable. Why different here? M Bullock did a terrible, terrible thing. He was found guilty and was held accountable. Suicide was not his sentence. The prison guards here did the wrong thing, and they should be held accountable. If the Bullocks don't pursue this, the guards who facilitated this suicide will never be held accountable, since the prison clearly does not want to know the truth -- that the guards facilitated this person's suicide. This is not about revenge the murders Matt Bullock committed - this is about holding the guards accountable for their wrongdoing.
