Sources of Funding for Housing Programs

Below are links to groups that play a significant role in developing affordable housing by providing grants, loans, and technical assistance to communities.

Community Development Block Grants
The CDBG program, run by the Department of Housing and Urban Development, provides annual grants to entitled cities, urban counties, and states to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. A resource for this program is the "State Community Development Block Program (CDBG): Guide to National Objectives and Eligible Activities for State CDBG Program," which is designed to make program requirements easier to understand and to provide communities and states with easier access. The guide also highlights program flexibility and outlines project selection criteria.

Housing Assistance Council
The Housing Assistance Council provides loans to public, nonprofit, and private organizations for the development of single- and multi-family homes, and promotes homeownership for working, low-income rural families.

Lowe's Charitable and Educational Foundation
The Lowe's Charitable and Educational Foundation supports community-based, grassroots organizations that address the issues of concern to local communities the company serves. The Foundation primarily provides support for education initiatives and community improvement projects, including projects at parks and other public areas, housing for the underprivileged, and innovative environmental initiatives. Applications may be submitted throughout the year though the Foundation's Web site.

Rural Housing Service
USDA's Rural Housing Service distributes more than $4 billion in loans and grants annually to improve housing and community facilities in rural areas. Its programs address homeownership, housing rehabilitation, rental assistance, and development of multi-family housing and community facilities.

Rural Local Initiatives Support Corporation
Rural LISC provides financial support, as well as training and technical assistance, to resident-led rural community development corporations to foster affordable homeownership.

Updated Guide to Housing Funds for Rural Areas
The Housing Assistance Council has released an updated publication called "A Guide to Federal Housing and Community Development Programs for Small Towns and Rural Areas" that includes more than 80 federal funding programs ranging from the recent New Markets Tax Credit to many longstanding funding sources.

U.S. Department of Housing and Urban Development
The HUD site provides information about funding programs for groups involved in housing and community development, including lenders, first-time homebuyers, nonprofits, and multifamily housing developers.

Appalachian Regional Commission
ARC partners with other organizations to support construction or rehabilitation of housing for low- and moderate-income Appalachians. For information on ARC funding, see ARC Program Grants.
