I love that whole "cultural heritage" argument. So, for example, if I were Scandinavian, would it be OK for me to loot and pillage, you know, because it's my cultural heritage...

If Modern Japan wants to reconnect with its cultural heritage, might I suggest people go back to the temples and shrines? Maybe take a history class? Whenever I'm over there, it seems I'm the one in the room that knows the most about history.
The Taiji hunt is not cultural, it's something practiced in a very small pocket on a relatively obscure coastline. Few people can afford dolphin and whale meat, fewer still have ever eaten it.
