The Clark County Commissioners designated the Clark County
Redevelopment Commission to function as an Urban Enterprise
Association Board. The Redevelopment Commission accepted this
designation by resolution on December 17, 1997.
On May 10, 2001 the Clark County Commissioners transferred the
designation as the Urban Enterprise Association from the Clark
County Redevelopment Commission to the River Ridge Development Authority
(Formally known as INAAP Reuse Authority) by
Resolution 6-2001. The River Ridge Development Authority accepted that
designation by resolution on May 21, 2001.
The purpose of the enterprise zone program in the state of
Indiana is to stimulate local community and business redevelopment
in distressed areas. An enterprise zone may consist of up to three
contiguous square miles. There are 18 enterprise zones in Indiana.
These include zones in Anderson, Bedford, Bloomington,
Connersville, East Chicago, Evansville, Fort Wayne, Gary, Hammond,
Indianapolis, Kokomo, Lafayette, Marion, Michigan City, Muncie,
Richmond, South Bend and Terre Haute. Other Enterprise Zones
include former military installations: Grissom Aeroplex, Peru; Ft.
Harrison, Indianapolis; and the Indiana Ammunitions Plant,
Jeffersonville. The Urban Enterprise Associations oversees the
enterprise zone programs in each locality. The Indiana Enterprise
Zone Board governs statewide. In order to stimulate reinvestment
and create jobs within the zones, businesses located within an
enterprise zone are eligible for certain tax benefits. These tax
