In the attached letter to the National Oceanic and Atmospheric Administration (NOAA), Congressman Barney Frank urges the National Marine Fisheries Service (NMFS) to defer to the commonwealth’s Division of Marine Fisheries and groundfish industry in the expedited disbursal of economic assistance included in the 2008 Omnibus Appropriations bill.
