Now, with that said, the most EFFECTIVE way to play will always be to engage in both PvE and RvR from the very beginning.

A: You will indeed! Especially in portions of the city siege and capture process that involve RvR instances; you'll find that all players are valuable to the causes of both assault and defense. This is due to the importance of the role of balanced, instanced, and time-limited scenario RvR in the final stages of the RvR campaign.
