Roles:
The Headquarters has three main roles:
Force Generation - the generation of forces at the appropriate level of readiness to meet the required missions. The term forces include all aspects of manpower, equipment, training and sustainability.
Planning for the future – to ensure that Fleet is ready to meet the challenges of the future.
Advice, Assurance and Accountability – to manage ourselves with the proper levels of governance and oversight, to provide advice based on our front line experience to the centre and to retain sufficient records and data so that it is clear to all what has been decided, implemented and spent.
Key Responsibilities:
Commander-in-Chief Fleet. Exercises full command of the Fleet and is fully responsible for the Fleet element of military operational capability.
Second Sea Lord. 2SL is the Principal Personnel Officer for the Royal Navy which encompasses Fleet and the wider RN community wherever they happen to be working. He is responsible for ensuring that we have personnel strategies that make sure there are sufficient personnel who are capable and motivated both now and in the future.
Deputy Commander in Chief, Fleet, through his staff, directs the work of the Fleet Headquarters, deputises for the Commander in Chief, Fleet, resources the Fleet programme, controls Fleet expenditure and is a member of the sub-navy board committee
Chief of Staff (Capability) is responsible for the capability integration and improvement, blending front line experience with warfare, manpower and logistics elements, funding and the views of the support organisation which is represented to MoD centre.
Command Secretary is responsible for financial management and medium term resource planning, civilian HR management, media and communications, freedom of information, performance management and corporate governance.
Chief of Staff (Personnel) is deputy to the Second Sea Lord and is responsible for the implementation of personnel strategy, which is now both at RN level and in some cases across all 3 services jointly. In addition he is responsible for career management of each individual, their terms and conditions of service and for manpower planning across the Royal Naval Service (RN and RM).
Commander Maritime Operations is responsible for the conduct of Fleet operations. He is Head of the submarine arm, directs forces under the operational command or operational control of Fleet, exercises operational command of all national maritime operations on behalf of the Commander in Chief Fleet, holds the following NATO posts - Commander Submarines East Atlantic, Commander Submarine Allied Naval Forces North.
Commander UK Amphibious Forces is Head of Service for the Royal Marines, Commandant General Royal Marines and commander of 3 Commando Brigade.
Commander UK Maritime Forces is commander of the UK Task Group and commander of the Amphibious Task Group
Flag Officer Sea Training is responsible for training of all personnel – individually and as teams – both ashore and afloat.
Flag Officer Scotland, Northern England and Northern Ireland is the northern regional commander who also has responsibility for Reserves and security matters.
