NOT even a parade of topless lap-dancers could make "Stuttering John" Melendez talk. Jay Leno's "Tonight Show" announcer was in Rick's Cabaret the other night when several strippers tried to get him to spill where his boss will go when his NBC contract expires. "I plied him with liquor, but he wouldn't say anything," said dancer Tracy, a tall, 34C-25-35 beauty who's a Hunter College student by day.
