Multilateral Diplomacy, its Goals and Trends

Multilateral diplomacy, promotion and protection of the national interests in international, regional and universal organizations are on the priority agenda of Belarusian foreign policy. Clear evidence of peaceful Belarusian foreign policy, its contribution to international stability and security, development of peace and progress world over is manifested in multilateral cooperation.

Belarus actively engages the OSCE in developing political dialogue with western powers. Belarus considers the Organization as a key body for ensuring security and stability in Europe. Belarus strives to develop all OSCE dimensions of activity, contribute to its progressive reform, with a view to the interests of all OSCE member states.

Belarus is a full-fledged member of the Euro-Atlantic Partnership Council and the “Partnership for Peace” Programme. In developing its approach to NATO Belarus proceeds from a universally recognized right of each state to collective security and accession to alliances on the basis of free choice. The interests of Belarus include step-by-step and practical cooperation with NATO, first of all, in preventing cross-border smuggling, combating arms and drugs trafficking, and illicit migration.

As a UN founding nation, Belarus supports the UN policy in maintaining international peace and security, reinforcing and developing the international policies of non-proliferation, reduction and elimination of existing arsenals of weapons of mass destruction. It is a position of principle for Belarus that the UN should be the only centre that consolidates and coordinates international policy making to fight international terrorism.

Speaking at the high-level plenary meeting of the 60th session of the UN General Assembly in New York in September 2005, President of Belarus Alexander Lukashenko voiced global initiatives to enhance the battle against human trafficking and acknowledge the diversity of nations' progressive development. Belarus' initiatives received wide international acclaim, and were included into the UN Summit final document and UNGA resolutions.

Belarus is among the leading nations in fighting one of the most challenging problems of the day, human trafficking. The proposal to create a “Global Partnership against slavery and trafficking in human beings in the 21st century” under the UN auspices aroused interest in UN member states and some agencies of the UN system.

Belarus is also a leader in counteracting manifestations of neonazism and galvanizing international support for the mitigation of the Chernobyl consequences. Belarus joined all UN conventions on fighting terrorism as a responsible party. Belarus is a staunch advocate of WMDs non-proliferation and an initiator of the UN resolution to prevent the development of new systems of such weapons.

Belarus is the only European country to become a full-fledged member of the Non-Aligned Movement. NAM membership provides additional opportunities to underpin Belarus' initiatives in the UN (the Non-Aligned countries account for 61 percent of the UN membership). Together with NAM partners, Belarus is strongly opposed to 'double standards' policies in the world, advocates a fairer world economic order and more efficient integration of developing countries and economies in transition into the world economy, is a champion of uniqueness and diversity in the socioeconomic and political development of the humankind.

Peacefulness of Belarus is revealed internationally in the active use of the UN, OSCE and NAM and advocating peaceful and just approaches to resolving conflicts of all kinds. Belarus enjoys massive international recognition due to its consistent policy in nuclear disarmament and participation in the majority of nuclear non-proliferation regimes.

Securing a sovereign right of any country to choose its own path of development and make its own decisions is mandatory to a democratic and fair world. In this connection Belarus strongly condemns any interference with its internal affairs, and strictly sticks to the principle in its relations with other nations. Owing to this, the majority of countries in the world consider their relations with Belarus preferable.

As a donor to international security Belarus plays a significant role in the formation of a new system of pan-European security. This process includes creating a system of national defence, on the one hand, and steadily growing involvement of Belarus in strengthening international and regional security and stability, on the other hand.

Belarus is convinced that central to the world of the 21st century should be a collective search for solutions to major challenges, overarching importance of the UN Charter provisions and universally recognized standards of international law. A stable system of international relations can be achieved only by virtue of genuine equality of all its subjects, respect and mutually beneficial cooperation aimed to provide effective security for each and every member of the world community in political, economic, humanitarian and other spheres.
