The development of higher education is of great importance
for any modern society. Nations need skilled professionals
such as managers, doctors, lawyers, technocrats, etc. The
Kuwaiti leadership realised that in order to meet the ever-increasing
demand for such professionals, greater efforts had to be
made. Therefore, Amiri Decree established the Ministry of
Higher Education on October 16, 1988.

The mission of
the Ministry is : |

to undertake all that relates to
applied and university education and scientific research in
the country; |
- |
to use these areas to enhance the
standards of society; |
- |
to set standards from policies
and plans to develop higher education in its two departments
-- applied education and university education; |
- |
to supervise plans and programmes
for preparing and developing manpower; |
- |
and to encourage and coordinate
the movement of scientific research between the various establishments
of the institutes of higher education in the country. |
The Ministry of Higher Education keeps track of scientific research
undertaken by colleges and institutes of higher education; it
is also responsible for using this research in service of society
and relating it to Arab culture and Islamic civilisation. The
Ministry facilitates the process of national development and contributes
to Kuwait's intellectual capital and scientific progress by providing
specialists, technicians and experts in various fields.
The Ministry of Higher Education has a number of cultural offices
in the US, UK, Ireland, France, Russia, Egypt, Saudi Arabia, Australia
and the UAE. These offices play an important educational and cultural
role in supervising and guiding Kuwaiti students studying there.
Institutes under The Ministry
The Higher Institute for Theatre Arts: The Higher Institute
for Theatre Arts began its operations in October 1973 by virtue
of the Amiri Decree. The Institute aims to develop arts and theatre
with due consideration to Arab heritage. It has three departments:
the Acting and Theatre Direction Department, Criticism and Theatre
Literature Department, and Theatrical Decoration Department.
The Higher Institute for Music Arts: This Institute aims
at developing the culture of music and abstract musical sciences
in Kuwaiti society. It incorporates departments such as Composition,
Voice, Musical Instruments, Arab Music, Arabic Singing, Music
Education and Fundamental Education.
