The City of Wichita became one of the first municipalities in the United States to adopt the Commission-Manager form of government in 1917. Under this form of government, the voters elect a Mayor and six Council members to represent each of the six city districts. The Mayor is elected at large. The City Council and Mayor conduct all legislative functions of the City and establish general policies that are executed by the City Manager. The City of Wichita is a full-service municipality with approximately 3,300 employees and an annual operating budget of about $450 million.
