Executive Office
The Commander and Executive Office staff provide strategic direction, command and control for the Louisville Engineer District in execution of assigned missions. The Value Engineer, Emergency Manager, Security Manager, Deputy for Small Business, Director of Quality, and Workforce Development Specialist all report directly to the Executive Office. The Emergency Operations Center (EOC), managed by the Emergency Manager, provides command, control and communications for all district emergency and security activities.

Information Management Office
The Information Management Office provides the District with telecommunications, computer automation, audiovisual support, technical library support, information assurance, records management, publications, mail services and printing support.

Internal Review Office
The Internal Review Office provides the Commander and staff with a professional internal analysis capability. This includes independent, timely and reliable information and advice that evaluates risk, assesses management controls, improves quality, economy, efficiency, and fosters stewardship. Our services include troubleshooting, problem solving, consulting and advisory services, audit liaison and follow-up.

Logistics Management Office
The Logistics Management Office supports the Louisville District by providing the facilities, supplies and property, and travel and transportation services necessary to perform missions of the Corps of Engineers.

Real Estate Division
Real Estate Division provides the complete range of realty services to support both military and civil customers in the acquisition, management and disposal of real estate. This includes locating real estate for the federal government, disposing of excess real estate and finding facilities for lease for government agencies such as recruiting offices for the Army. The Real Estate division also works with the public in setting up easements for government projects. In addition to servicing those customers within the District boundaries, Real Estate Division provides national real estate support to Army Reserve programs.

Resource Management Office
The Resource Management Office supports the Louisville District by managing financial operations to include receipt, distribution, administrative control and accounting of program funds; accounting analysis; coordination, development and administration of operating budgets and Plant Replacement and Improvement Program; management controls; capital asset management; revolving fund management; organization structure and work process reviews; command and organizational performance reviews and evaluation; manpower requirement documentation and utilization tracking; competitive sourcing program; external customer and employee climate survey administration and reporting; USACE Campaign Plan implementation and District Operations Plan management; and general administrative management and organizational requirements for the District.

Safety and Occupational Health Office
The Safety and Occupational Health Office provides safety and occupational health oversite for the Commander and employees of the District. This oversite includes such programs as medical surveillance; worksite analysis; hazard prevention; activity hazards analysis; risk assesment; diving; occupational health unit; wellness fitness center; industrial hygiene; and the promotion of safety and health. Our Safety and Occupational Health Programs involve every employee of the District, our contractors and the visiting public, instilling a safety culture that reduces accidents.

Organization Chart

Construction Division provides Construction Management Services for a variety of Customers located in a large geographical area. These services include Construction Contract Surveillance/Safety Enforcement, Contract Administration, Environmental and Compliance Services, and Quality Assurance. Military Construction Management Services are provided in a five state area of Ohio, Michigan, Illinois, Indiana, and Kentucky. The services include managing the construction of projects for numerous military customers that include new construction, maintenance & repair, and environmental remediation. In addition, Construction Division manages civil works projects that include navigation, flood control, operations & maintenance and continuing authorities. Construction Management Services are also provided to numerous other non-traditional customers. The largest projects at this time are the Olmsted Locks & Dam project on the Ohio River near Paducah, Ky., and the McAlpine Lock Replacement project at the Falls of the Ohio, Louisville, Ky. Major field offices are located at these locations. The remaining field services are provided by three large area offices, which are anchored at major military installations in Kentucky and Ohio.

The Civilian Personnel Advisory Center (CPAC) provides human resources management advisory services necessary to recruit, compensate, train, develop, utilize, and retain a qualified, talented, highly motivated, and efficient workforce. The CPAC develops and maintains a local human resources program, implementing Department of the Army, USACE, division, and district policies, programs and legal and regulatory requirements, which is also responsive to the personnel management requirements and needs of local organizations serviced. The CPAC also serves as the liaison/interface between management and the Southwest Civilian Personnel Operations Center (SW CPOC).

Engineering Division staff provides engineering designs, studies, and drawings for a vast array of military, civil works, and support for others whether routine or complex, throughout the far-reaching mission boundaries of the Louisville District, including:
  • Contracting for engineering and professional services to supplement in house staff;
  • Providing stream flow analysis and water reservoir regulation and water quality management.
  • Providing GIS, surveying, and mapping services;
  • Producing all engineering/construction cost estimates;
  • Providing engineering services/support during construction, and for operational projects;
  • Providing advice to the public and other governmental agencies in all engineering matters;
  • Performing inspections of structures, including and analyzing structures for dam safety;

    The Equal Employment Opportunity (EEO) Office administers a comprehensive EEO program for both the Louisville District and the Ohio River Region office. The program is provided through the direction of two EEO Specialists, one EEO Assistant, a cadre of one to twelve EEO Counselors and five Special Emphasis/Employment Managers. The Office provides direction and feedback on the development and implementation of the district and region Affirmative Employment Plans. The EEO office administers the Corps of Engineers Alternative Dispute Resolution (ADR) Program for both informal and in-progress EEO complaints.

    The Operations Division is the segment of the Corps of Engineers that provides Operations and Maintenance (O&M;) of the Corps’ Civil Works projects. The Civil Works mission of the Corps of Engineers can be broken down into seven basic functions. They are Navigation, Flood Damage Reduction, Regulatory Oversight of Wetlands, Emergency Response, Engineering, Construction and Real Estate Management. The first four of these functions/missions fall with the Operations Division. There are several “sub-missions” or functions that fall under these major functions, i.e. dredging programs, recreation services, environmental stewardship programs, interpretive services, etc. The Operations Division consists of five branches and six project areas. The five branches are the Emergency Management and Security Branch, the Regulatory Branch, the Operations Technical Support Branch, the Management Support and the Physical Support Branch. The six project areas are; the Locks and Dams Project, the Upper Kentucky Project, the Green River Project, Middle Wabash Project, Upper Wabash Project and the Miami River Project.

    The Planning, Programs and Project Management Division serves as the embodiment of the "one door to the Corps" philosophy, P3MD is the acronym used to refer to this Division in the Louisville District. P3MD is responsible for overall management of the District's Military and Civil Works programs. In addition to the program management the Division is also responsible for the management of the individual projects that make up the programs.

    The Public Affairs Office serves as the point of contact for media and public inquiries. The office serves as a distribution point for brochures and general information about the Louisville District and is a source for water safety information for elementary and middle school students. The office coordinates displays, presentations and speakers for public events. The office also manages the District historical program activities.

    The Small Business Office is responsible for managing and monitoring the success of the Louisville District Small Business Program. The Deputy for Small Business serves as an advocate for the Small and Disadvantaged Business community by assuring that small and disadvantaged businesses receive their fair share of contract dollars awarded by the Louisville District. The Small Business Program is promoted by actively seeking opportunities to reserve requirements under federal guidelines for small business, Women Owned, 8(a), Historically Underutilized Business Zone Empowerment (HubZone), Service-Disabled Veteran-Owned, Historical Black Colleges and Universities, and Minority Institutions.
