The US Army Medical Department Battle Simulation Center is responsible for the development and deployment of the Nuclear Biological Chemical Casualty Training System (NBC CTS).  Its progression will enable the system better simulate command and control (C2) and medical management (M2) issues.

The Nuclear Biological Chemical Casualty Training System (NBCCTS) is a PC-based, interactive, distributed client/server simulation system that operates in a user-friendly Windows® environment.  It provides functionality as a command and staff, and individual/collective task trainer, enabling client evaluation through the use of an internal AAR.  An internal communications package allows Clients to communicate without the use of external email, telephone or fax capabilities.

As a command and staff trainer - individuals can train on situational awareness, operational reporting, personnel management, supply management, asset deployment, contamination monitoring, and casualty decontamination.  As a medical trainer - military and civilian medical personnel of all specialties, skills and grades are able to train in the diagnosis, treatment and management of casualties.

NBC CTS lets medical and command personnel practice what they have been trained to do - manage large numbers of casualties under extreme conditions.  NBC CTS lets them do this interactively while using a local network, dial-up connections, or the internet.  No other simulation creates and allows treatment of specific NBC casualties with progressive signs and symptoms.

Characteristics

Supports all levels of military and civilian health care operations, from the combat lifesaver and first responder to the fixed facility hospital.

Depicts a realistic number and type of casualty, based on event (nuclear, radiological, biological, chemical, force-on-force, explosions, natural and man-made disasters, and disease non-battle injury).

"Simulates" the biological characteristics of casualties as their vital signs and symptoms degrade over time and improve with the appropriate treatment.

Allows the user to determine a diagnosis and select the task or supplies required for proper treatment.

Portrays the unit personnel, equipment and supply mix according to the unit type or specific unit data.

"Simulates" the physical characteristics of unit personnel; where personnel will become less effective with uninterrupted continuous operations and become more proficient the longer they work in a particular area.

Requires users to manage supply levels and coordinate for resupply with available transportation assets.

Weather, NBC agents, hazard area persistence and dispersion, medical progression, and military scenario are all modified or extended without changes to the software.

The flexibility of the system allows for scenarios involving military, civilian, multi-national force, or joint civilian/military operations.
