I was leaving the H-E-B entrance after completing shopping and I entered a well-marked pedestrian crossing area. A car approached, not speeding, but moving fairly rapidly. A lady with her cell phone held to her ear was vigorously talking into it. She did not stop or slow down. I pulled on my wife's arm to get her out of the way of the car. It was close!

Ref: "False burglar alarms cost cities" (news article, Jan. 17). If my alarm goes off and the police or I come to investigate, and find no signs of forced entry, there is no reason to assume that it was a false alarm. Instead, the alarm did its job and frightened away the burglar before anyone got there, and saved me a lot of money and misery. For this, I am expected to pay a fine?
